Dave comes to R3 with a background of 10 years pastoring in St. Louis. He's taught, coached, and been an employer of youth and has also managed three Subway restaurants. Better yet, he's an experienced rehabber and loves working with his hands. Dave also has a deep passion for community development, having given ten years of his life investing in a neglected St. Louis community. His resume happens to line up exactly with what R3 is about, and it is evident the Lord has directed his steps to join the efforts of R3 in East St. Louis.


Scott has been with the team since February 2015 when he felt called to devote his construction management skills to a cause greater than himself. Scott started his construction management experience after he graduated from Eastern Illinois University in 1996, working in large commercial construction until he started with a family-run custom home and remodeling contractor where he was a project manager and estimator for 15 years. In those 15 years, he was privileged to be a part of a wide variety of projects ranging from $100 to $5 million.


While working in the construction field for the past 20 years, Scott gained experience in commercial construction, custom home building, and residential remodeling. This involved estimating, writing contracts, creating and managing job budgets, job reports, working with banks & title companies, accounting, coordinating suppliers, working with subcontractors, obtaining permits, worked with utility companies, working with insurance companies, and maintaining relationships with clients. Scott also got to coordinate onsite progress with superintendents, carpenters, subcontractors, and delivery of materials on his projects.


Scott has been married to his wife Anne Loeffler for more than 17 years. He has two sons, Ryan (13) and Joshua (11). Both Boys are involved in baseball, basketball, wrestling, and soccer. The family has attended Christ United Methodist Church since 1999. Scott is on the Church Building Committee and the Trustees. Scott enjoys spending time with his family and coaching his kids.




Ileana has a degree in Business Administration and vast experience working and serving within low-income and under-resourced communities. She was born and raised in Managua, Nicaragua, and worked with kids and youth coming from poor urban neighborhoods in the capital. Here in the United States, she's served inner-city youth in the St. Louis area working at public and charter schools. She's passionate about social justice, equality, diversity, and inclusion. She brings her experience, passion, determination, and creativity to our team.


Zach is the Youth Developer / Programs Coordinator for R3 Development as well as the Youth Pastor at City of Joy Fellowship. Zach and his wife, Jennifer, along with their three children, have lived in East Saint Louis since 2016. He spends a majority of his time building relationships with our youth to ensure that they are cared for and well resourced and equipped to move in the direction of their desired careers. He was previously on staff with a college ministry for three years, where he created and hosted events, had many public speaking engagements, and had the opportunity to mentor several college students. His heart and passion is to deeply invest his time into the lives of the youth of East Saint Louis.


As a resident of East St. Louis, Kevin is aligned with the mission of R3 Development based upon his interaction with other city residents. He has seen generational effects of poverty, unemployment, and low job skill levels and how this generates an attitude of hopelessness, dependence and despair among many of this once-proud city. Exposure to opportunities, personal mentoring, and skills training are some of the components he feels are needed to bring about spiritual, cultural, and economic revival and restoration. Kevin is a native of New Orleans, LA, and a former Air Force missile officer and medical device sales representative. He enjoys watching college football and science fiction movies, serving in his church, and listening to music. He and his wife, a native of East St. Louis, are the parents of four adult children.


Loreal Perkins was born and raised in East St. Louis. She graduated from SIUE Charter High school in East St. Louis IL in 2018.  She has been a part of the R3 team since 2016. Loreal began working for R3 as a Construction Worker intern in 2016, she then progressed to a Project Management intern in 2017, and most recently gained the role as the Administrative Assistant in the staff office of R3 in 2019. She also volunteers around her community in various areas. She is passionate about bringing change to her community with Jesus Christ as her foundation and motivation. She’s on her way to becoming a Pediatric Nurse Practitioner and her goal is to conquer life as a lifesaver.

Amy and her husband, Jon, have been married for 25 years and have four daughters. After 24 years as a military family, the Tamblyns have now settled in the Metro East and are preparing for full-time church ministry. Amy loves community building, hospitality, baking, and serving in East St Louis with R3. 


D.J. owns his own construction company and is serving as a construction advisor on the board as well as the general contractor for the organization. His business-minded service brings such value to R3's operations. He oversees the investment properties we flip to fund the organization.
